En este caso se plantea la necesidad de analizar en profundidad la relación entre la esfera estatal y la no estatal. El objetivo principal es identificar los cambios, continuidades y transformaciones que promueve el Estado respecto a la participación ciudadana e indagar el comportamiento de actores individuales y colectivos frente a las distintas herramientas de innovación. La metodología destinada a relevar datos que permita inferir conclusiones, será de carácter cualitativa.
